Turkmen-Turkish Joint-Stock Commercial Bank was in corporated as a closed joint-stock company with equal 50% shares held by Dikhanbank Government commercial bank and T.R. Ziraat Banky A.Ş of Turkish Republic, and as a multi-party bank it is part of the single banking system of Turkmenistan. It came into exitance on March 31, 1993, as defined in the Inter-Government Memorandum signed between Turkmenistan and Turkish REpublic on May 2, 1992, being the first joint bank with foreign investment in Turkmenistan. A license was issued by the Central Bank of Turkmenistan on February 20, 2003, authorizing the Bank to engage in settlement, credit, payment and other transactions, as well as a general license authorizing the Bank to conduct banking transactions in forex within and outside the territory of Turkmenistan.
