The Development Bank is a specialized financial institution established as per a Decree of the President of the Republic of Belarus dated June 21 2011 No 261 (hereinafter Decree No 261). The core mission of the Bank is to develop the Government program financing system and implement socially significant investment projects. The Bank’s promoters were the Council of Ministers and the National Bank of the Republic of Belarus. The process of the Development Bank creation was implemented in close collaboration with leading international financial organizations, such as the International Monetary Fund and the World Bank. It was also based on the outcome of a review of international practices in the operation of similar institutions.
